Action Plan 2009-2012

This new action plan has been developed following

  • A review of our original Community Action Plan for 2004-2007
  • A special Barmulloch Conference for all the main agencies and organisations held on 6th June 2008 in the Tenants Hall
  • Community input form over 400 people attending the 'C' in the Park annual community event on 28th June 2008. ('C' for Community, Conservation and Commitment!)

 

COMMUNITY FACILITIES AND ACTIVITIESBarmulloch Tenants Hall 01

Main Priorities

  • Build a new community hall
  • Support existing organisations
  • Develop new community groups and activities
  • Involve schools and young people

The number one priority is the New Community Hall. The current Tenants Hall increasingly looks like a blight on the regeneration of Barmulloch. It has been well managed and well used over a long periods of time but Barmulloch now needs and deserves a better hall. Barmulloch Community Hall Plans

Plans, drawings and costing have been prepared - it now requires the funding. It will hopefully come into fruition in the next 3 years.

The new hall will serve as the base for a wide range of organisations and activities and for the provision of social and economical services to the community.

While the hall is being redeveloped we will need to find temporary accommodation for all our groups and activities. We will be working closely with the Church to address this issue and we may be able to use the former Church Hall.

It is important that we focus not just on the hall but on the groups and activities - so while plans for the hall progress we also need to support existing groups and continue to develop new activities in the community. There is a challenge in these changing times to maintain volunteer activity and to sustain existing groups. In particular we want to involve young people in all aspects of the community and working closely with out local schools is a priority.

 

GREEN SPACE, OUTDOOR RECREATION AND HEALTHRobroyston Park Entrance

Main Priorities

  • Continue to develop Robroyston Park
  • Continue to develop the local nature reserve
  • Improve and use other green space area
  • Involve local people in outdoor recreation and healthy living activities

One of the main successes over the last years has been the development of Robroyston Park, the Local Nature Reserve designation and the close working relationships that have been established between the community and Glasgow City Council Land Services.Robroyston Football Park

It is hoped that this work will continue to develop and thrive over the next few years. We are also keen to work with local tenants and residents to identify other important areas of green space and to encourage their development and use.

The park, reserve and green spaces all offer opportunities for outdoor recreation and we are keen to continue to develop recreational facilities, activities and events to encourage and promote local participation. we also see the need to encourage enjoyment of the outdoors beyond our community boundaries and would like to encourage more opportunities in a wide range of outdoor education and recreation.

 

ACCESS TO JOBS AND SERVICESBarmulloch View From Asda

Main Priorities

  • Develop connections with employment/economic development/training/health services and initiatives
  • Develop local job opportunities
  • Develop a childcare strategy
  • Explore opportunities for social enterprise development
  • Help establish traders association
  • Improve transport links

It is seen as a weakness that over the last 3 years there has not been a stronger connection between Barmulloch and the range of public bodies that can assist in the development of employment, training opportunities and the delivery of vital services. Childcare and training in childcare are seen as a vital element of this, alongside the need to develop local social enterprise opportunities.Barmulloch New Builds

Access to employment is closely linked to the health of the community and we also want to work closely with the Community Health Partnerships to support work that removes health barriers to employment and training.

At a basic level there is a need to make it easier for local residents to access work opportunities in the wider city and to do this there is a need to improve public transport links at times that would suit workers.

At a more local level we need to ensure that housing and regeneration spending helps to create local training and job opportunities and that out local businesses work together to improve their environment and prospects.

Poor public transport doesn't just affect our access to work but affects our access to hospitals, services, shops and leisure facilities. We need to make more headway this time around in improving transport from Barmulloch out to places we need to get to.

 

HOUSING, REGENERATION AND COMMUNITY ENGAGEMENTBarmulloch Tenements

Main Priorities

  • Research the need for sheltered housing
  • Develop proposals for larger family homes
  • Participate in Red Road/Barmulloch Regeneration Project
  • Community engagement

Barmulloch has significantly changed since stock transfer and GHA and Unity Homes have worked on a programmer of modernisation, demolition and the new build. This work continues and needs to be supported. there is in particular a need to look at ways of providing sheltered housing and more large family housing in the area.Red Road Flats

New build has been approved for Rye Road and Scotsburn Road and will contribute to the re-housing programme primarily for GHA tenants who reside in housing sock scheduled for demolition.

It will be particularly important for Barmulloch to look at itself in the context of the massive regeneration being proposed for the Red Road area to be closely involved in that initiative over the next 10 years.

In all of this is will be extremely important to engage the community to involve them in decision making and to continue to strengthen and build community capacity. It is also important that we engage with residents as well as old and make sure all local residents have a chance to participate in local organisations and activities as well as feeding their views into the housing and regeneration work as it progresses.

 

ESTATE MANAGEMENTQuarrywood Road Bus Route

Main Priorities

  • Implementation and monitoring of estate management
  • Traffic management

This theme will focus on the range of issues that complement housing regeneration and improve the housing environment

  • Bin stores and uplift
  • Litter management and dog-fouling
  • Back court improvements
  • Grass and hedge cuttings

There is a need to continue to develop and support good practice in estate management with the community working closely with Unity Homes/GHA and Glasgow City Council.

Good work has been done in traffic calming in key areas over the last few years but more still needs to be done particularly on Quarrywood and Robroyston Roads and at the junction of Standburn and Wallacewell Road.

  • Local safety and caring study
  • Implementation of study recommendations

Barmulloch has a history of being a friendly community with a good community spirit. we want to keep this and build on it and make sure that we are taking care of out most elderly and vulnerable residents - making Barmulloch a safe place for all its residents.
